There's no winning in this situation. A coach rides herd over 100 young men, most of whom were the biggest stars at their high school and haven't heard "Don't do that" since they were tweens. Some of them are going to screw up (for values of "screw up" that run from "skipping class" to "assault") -- even the ones who never screwed up before are suddenly even more famous and totally free of the parental supervision that most of them had in high school.
Sure, there are guys who just don't give a fuck and will recruit kids with known issues, but even if they're scrupulous, all coaches end up having to choose between kicking off a player who might benefit from a second chance or keeping a player who won't. Some of them get lucky more than not.

This guy just doesn't get it, its not about his or his staff's leadership or team discipline, or reacting to things after the fact. Its about the type of people he recruits and until that changes he will continue to destroy the reputations of every team he coaches. ...But I guess its ok because he wins titles.
