Question for the hockey experts: If a player commits a penalty and the opponent scores on the ensuing Power Play, does their personal +/- take a ding even though they weren't on the ice?

Indianapolis Colts owner Jim Irsay has passed away. The Irsay family will forever be hated in Baltimore, since Robert Irsay, father of Jim Irsay, moved the team and every bit of its equipment to Indianapolis in 1984. The move was done secretly in the dead of the night, and the Irsays left behind some amount of debt held by the city. My wife, a Baltimore girl since her graduation from Towson University, was once a rabid Colts fan. No longer; if a Colts game is on TV, she will either change the channel or loudly root for the opponent.

Good piece on Irsay in the Athletic was posted a few hours after his death.
I wish Bob Irsay had never owned a NFL team and I wish Carroll Rosenbloom had never traded the Colts to Irsay for the Rams.
But there's no guarantee that Rosenbloom would have kept the Colts in Baltimore since his Rams eventually fled LA for St. Louis.

If a team on the power play scores a goal, there is no + and - given to anyone. If, on the other hand, the shorthanded team scores a goal, then a + and - is given.
