Watching in disbelief the Celtics vs Bucks massacre, and I wonder about a rule. Teams will frequently 'walk the dog' on the inbounds play after a made basket or free throw in order to conserve some time on the clock. Neither the game clock nor the 25 second clock starts until the ball is touched in bounds. My question is the requirement to get the ball into the front court in 8 seconds. Is there a stop watch kept at the scorer's table? Since the game clock is not running, there is no reference other than an official counting the time. I think that the 8 seconds starts as soon as the ball is released by the player inbounding the ball. If this is not the case, then it should be. Teams might not be so eager to walk the dog if the risk of a backcourt violation is greater.

The rule applies regardless if the clock is running or not. The official counts the seconds just like he/she would an in-bounds play or a held ball. They do not use the clock. The count starts after the ball is in-bounded.
