It was issued by reigning Cy Young Award winner Jake Arrieta. If MLB's Gameday strike zone is accurate, Arrieta seems to have been a little hard done by the ump's strike zone.

It's also notable that two of the intentional walks of Harper ended up loading the bases. In extra innings.
