rcade depends on ultimate goal. Transfers are free until week 1. So, I just let the app autopick my line-up and I will go back later and pick my actual team.

rcade, I asked a friend who has been running a league that I have also been in. His response:

"Negative. The admin has to create their team before the league is renewed. There are free transfers Week 1 so they can always make revisions." (as also noted by prof)
