The obvious technology issue of the world cup is the ball; I haven't heard it mentioned much past the first week but there was a fair amount of talk that it knuckled a lot more than traditional balls and that the scoring average would go up a bit as a result. That out of the way, I don't really think the computerized scouting sounds like it is changing much- nothing that a little deliberate unpredictability by coaches can't mostly counteract.
