Tomlin's got it backwards. If he wants to move to college ball and wants to go to a program with as much patience and continuity as the Steelers, he wants a deal with giant buyout money, not giant signing money.
He's earning Saban money now in the pros. I don't know who would want to make him the highest paid college coach.
USC plays a clever card. By virtue of their school's name and by touting their rivalry with UCLA, there are a whole lot of people that think they are a public university, which of course they are not. They can crank up salaries however high they want without the critical scrutiny that comes with the publication of athletic department budgets at state schools.
Tomlin would have to do very well in the college ranks to be considered a good value on the order of Mark Stoops or Kirk Ferentz, who earn a fraction of what Saban makes.

Steelers' head coach Mike Tomlin on rumors of him being interested in coaching at LSU or USC:
"...Never say never, but never. Anybody got any questions about any college jobs? There's not a booster with a big-enough blank check."
That's not a denial, that's a challenge.
