Even if he had a brain freeze and momentarily forgot about Hitler, there's still all the contemporary footage of Neos and others doing the salute at rallies, etc. That would be hard to remain oblivious to.
Doing it once could possibly be explained as setting up for a high five on an instinctive muscle memory basis, forgetting that we're not supposed to do high fives in Covid World and have to do elbow bumps instead. But that brief second salute, that's hard to explain.
