Expanding the sample to include "near rookie QB's currently in NC" in addition to "rookie QB's from NC", I'd give Kyle Allen a vote.

Looking at Allen, Jones, and Minshew (former ECU man) - all 3 are already better NFL QB's than the over admired Tar Heel Trubisky.

(Of course, now that I said that, watch Trubisky go out and play lights out ball tonight.)
