I remember when the Games first started at Sochi, everything was a joke except I the athletes were saying that the slopes and ice and the rest of the play surfaces were in fine shape. Can we say anything positive about the Rio Games thus far?

If you do a periodic search of the phrase "Rio not ready", the top results include items that date back to 2013 (there was deep concern even then), and there is nary a sign of encouragement to be found anywhere.
I'm now remembering that the Olympic village at Sochi was sometimes referred to as the "Coastal Cluster". Perhaps the Brazilians have taken that phrase (along with the prevailing Russian logistical environment) and made it a central theme of their Games planning. If so, they'll need to add a syllable to the end of the second word.
