I have spotted a small but significant error in your headline. 'England*' doesn't have a government. You might be referring to Her Majesty's Government of the United Kingdom of Great Britain and Northern Ireland.

The thing that confuses me the most is this: which section of the British Parliament is most responsible for those quaint melodious moments on the floor when the speaker at the podium has to outshout the barnyard and decorum seems to be hanging by the barest of threads?
