The batter's box has to be altered.They're allowed to stand too close. Many pitches aren't really that close, the batter is leaning over the plate. On the other hand, Koufax,Palmer, and many others never threw at anyone. Pedro doesn't have to bean guys, he does it cause he's just a nasty person.

NBA Owner Feels the Heat
During the Bird era the Celtics never committed more fouls than an opponent in any playoff series, win or lose. The odds of that are infinity. What conclusion can you draw from that? Cuban is 100% right.
