That sounds like a scam. It seems like the trustee should make a good argument as to why the museum's records are inadequate before charging money. Further, how is returning an item not a museum expense anyway? I hope it works out for the lenders because otherwise people may be reluctant to lend items to museums.

The bankruptcy trustee is being a jerk, which is pretty common in their profession. I've dealt with two of them, and both times it was a pretty sour experience. They are very creative in finding ways to spend a bankrupt company's assets before the creditors get anything.
